Project of strategic planning and promoting inter-ministerial information interface for resource circulation

Absrtact
In response to the depletion of resources derived from the rapid economic development and the massive emission and accumulation of pollutants in the environment, developing countries in the world are willing to study resource recycling strategies and accelerate the transition to a circular economy. The EU has been focusing on circular economy since 2015, integrating past issues such as resource efficiency improvement, low-carbon economy and waste management, and focusing on the recycling and value-added of important materials (such as plastics, textiles, inorganic resources or biomass, etc.). Through different promotion plans to change the thinking and habits of the government and the people, to achieve the highest goal of sustainable recycling of resources. This year the ITRI mainly focuses on the “ Green Deal “and the “New circular economy action plan” launched by the EU as our a new Promotion Plan. Due to the lack of resources, the competent authority has always set the highest goal of resource reuse and sustainable recycling in waste management, especially in the promotion of "sustainable material management" to "circular economy" in recent years. Such as the "107-109 Resource Recovery and Reuse Promotion Plan" to strengthen the recycling economy promotion related strategies and measures, and continue to maintain and expand the "Resource Cycle Analysis System", start to evaluate the index data over the years, and evaluate resource recycling or circular economy Implementation results. However, the different division of responsible ministries and committees involved in the collection, evaluation, and sorting of information is an important key to government decision-making about the promotion of circular economy. ITRI focus on continuing to update the resource recycling strategy, and organize, plane and communicate among inter-departmental relevant projects. ITRI has continued to assist government ministries and committees in the promotion and implementation of resource recycling and circular economy over the years. This year, this year will also aim at inter-ministerial cooperation in resource recycling related policies to continue to expand relevant system functions and update national resource-based industries. Table, and review the achievement of the relevant material flow indicators of the "Taiwan Sustainable Development Goals". In addition, ITRI constructed a cycle diagram of biomass, plastics, textiles, construction, chemicals and recycled pellets and analyzed the flow of substances, and Refer to the United Nations Global Resources Outlook report to integrate the four types of material network analysis results, analyze the relevance of promotion of resource recycling and carbon emissions, and initially draft a new phase of the "Resource Recycling Action Plan" for production, consumption, material management and Cross-domain co-promotion is the four major driving axes, so that the domestic future will show effectiveness and new opportunities in the promotion of circular economy. The important benefits of this project this year are as follows: 1. Organize international development trends such as the EU’s 2020 New Circular Economy Action Plan, promote new projects by the EU, provide recommendations for the promotion of my country’s current six major projects including biomass, and learn from the EU The policy pushes the artery network. 2. Establish the material flow analysis of the industry chain for six major projects including biomass, plastics, textiles, construction, chemicals and recycled pellets, and analyze my country’s economic growth and the four major types of substances (biomass, fossil fuels, metals, and non-metals) The decoupling relationship that has been used over the years is compared with the international ones, and then based on the information of the resource recycling analysis system, the analysis model for evaluating and planning the effectiveness of recycling economy and carbon reduction, and taking plastic as an example for demonstration. 3. Collect the results of the "107-109 Resource Recovery and Reuse Promotion Plan", compile the annual report on resource recovery and reuse, and propose a resource recycling action plan for the four major aspects of production, consumption, material management and cross-domain advancement, and improve the indicator group reflecting the development of circular economy. Fourth, through promotion committees, consultant consultation meetings and seminars, to achieve full communication between industry, government, university and research, and through a short version, etc., to build the general public's awareness and confidence in the circular economy.
